DESCRIPTION OF NATURE, PURPOSE, AND BENEFICIARIES OF THE PROJECT:
The proposed Project would refurbish and remodel the existing interior features at the Dr. Martin Luther King, Jr. (MLK) Library located at 17906 South Avalon Blvd, Carson, CA 90746. The refurbishing and remodeling of the library would provide needed interior renovations to improve visitor experience. The proposed interior refurbishment work would include installation of light fixtures and controls; replacement of flooring and carpeting; installation of ceramic wall tile and stud wall; painting of walls and soffits; limited ceiling replacement; and floor modifications and reconfiguration of electrical and data outlets.

REASONS WHY PROJECT IS EXEMPT:
The project qualifies under State Section 15301 (a) and (d) and County Class 1 (c) and(d) because the work is limited to interior building improvements that would not expand or change the existing use of the building.
In addition, based on the record, the project complies with all applicable regulations, no significant impacts to sensitive environments, no significant cumulative impacts associated with successive projects of the same type within the project footprint were identified, it would not result in unusual circumstances or damage to scenic highways, the project site is not listed on hazardous waste site lists compiled pursuant to Government Code section 65962.5, and there are no indications that the project may cause a substantial adverse change in the significance of a historic resource that would make the exemptions inapplicable.

The proposed Barry J Nidorf Secure Youth Treatment Facility (BJNSYTF) Shower and Restroom Remodeling Project (Project) would remodel the existing restrooms across multiple buildings by replacing partitions in various restrooms to improve accessibility and provide adequate privacy. This work is essential to meet regulatory requirements, enhance resident privacy, and maintain the safety and welfare of the youth.

REASONS WHY PROJECT IS EXEMPT:
The project qualifies under State Section 15301 (a) and County Class 1 (d) because the project includes interior alterations to existing facilities consisting of removal and replacement of restroom partitions and tile and substrate in restrooms, and refurbishment of one restroom consisting of removal of barriers and their replacement with accessibility-complaint fixtures. These activities would not expand the use of the facilities.
The project qualifies under State Section 15302 and County.Class 2 because the project includes the replacement of restroom fixtures without changing the purpose and capacity of the restrooms
The project qualifies under State Section 15303 and County Class 3 because the project consists of installing new restroom partitions, tile and floor substrate, and refurbishing one restroom by installing accessibility-compliant fixtures.
The project qualifies under State Section 15016 (b) (3) because there is no possibility that the project may have a significant effect on the environment. The BJNH campus consists of multiple connected buildings and contains no biological resources aside from lawns and some minimal landscape trees and shrubs. BJNH as a juvenile hall ls not accessible to the general public. The entire campus is surrounded by a high block security wall that blocks off site views of the campus. The proposed activities would occur within existing buildings. Aside from material staged during construction and temporary construction fencing, the effects of the project would not be visible outside of the individual buildings. There would be no activities that would affect building exteriors or permanently change the appearance of the BJNH campus. There would be no outside activities that could disturb the ground surface or potentially contaminate soil or surface water or ground water. The activities would replace existing features within the building and would not change their usage or result in a change in employment, activity level, or utility demands at the campus.
