The Internal Services Department’s (ISD) Procurement division facilitates the buying of goods and services for County departments and provide administrative governance through the Office of Countywide Contracting.
Our mission is to provide a transparent and efficient procurement process that promotes equity in contracting opportunities for all businesses.

Our Services
ISD provides the infrastructure to manage and facilitate the County’s diverse purchasing needs:
Goods & General Services (Purchasing) ISD’s Procurement Division buys the daily essentials that County departments need to provide much needed services.
- Direct Sales: We manage the purchase of equipment, supplies, and general services. Opportunities range from small-scale orders (under $5,000) to large-scale acquisitions.
- Master Agreements: ISD establishes long-term, pre-negotiated contracts for high-volume items like information technology (I.e., IT hardware), essential goods (I.e., office supplies). Becoming a Master Agreement vendor provides a streamlined path for County departments to buy from registered businesses repeatedly.
- eProcurement: Our digital system ensures transparent bidding and prompt processing of your transactions.
- Compliance & Oversight: Ensuring contracts follow Equal Employment Opportunity (EEO) regulations, Living Wage, and contracting policies.
- Training & Guidance: Serving as a resource for departments on mandated contracting programs.
