The County of Los Angeles Releases First-Ever Digital Equity Roadmap
Celebrating Countywide Collaboration at the LA County Connected Digital Equity Roadmap Action Summit
Los Angeles – The County of Los Angeles announced the release of its first-ever Digital Equity Roadmap, a major milestone in the County’s ongoing commitment to addressing the digital divide for residents without internet access, computers, digital skills, AI literacy, or digital support. The County Board of Supervisors approved a motion to launch Roadmap’s co-creation process in October 2025. The Roadmap is a comprehensive three-year action plan, co-created with participating regional organizations and residents, to connect the Los Angeles County community to digital inclusion resources and services.

To lead this countywide effort, the Internal Services Department (ISD) convened a multi-sector Stakeholder Team comprising more than 80 regional organizations and partnered with six inaugural Digital Equity Community Ambassadors. Guided by the Collective Impact Model, the Roadmap draws on best practices, subject-matter expertise, community strengths, and the lived experiences of residents affected by digital inequities. Grounded in inclusive resident engagement, the Roadmap incorporates more than 8,100 responses to the countywide Digital Needs Community Survey and participation from more than 600 residents through regional Digital Equity Community Conversations.
To commemorate the Roadmap’s release, ISD co-hosted the LA County Connected Digital Equity Roadmap Action Summit with Bridge the Digital Divide (BridgeLA) during National Digital Inclusion Week on October 7. National Digital Inclusion Week is an annual nationwide event that recognizes digital inclusion leadership and advances awareness of digital equity. With more than 80 attendees from diverse sectors and issue areas, the Summit built countywide momentum by showcasing innovative, resident-centered initiatives and facilitating coordinated action among County departments, regional agencies, and community partners. The Summit featured strategic dialogue, resource-sharing, and strengthened cross-sector partnerships essential to effective Roadmap implementation, including coordinated service delivery, organizational capacity-building, shared measurement practices, and resident storytelling strategies.

The County was recently named a 2025 Digital Inclusion Trailblazer Visionary Honoree by the National Digital Inclusion Alliance, marking the third consecutive year the County has received this national distinction. The Trailblazers Program honors city, County, and regional governments that demonstrate best practices in building digitally inclusive communities. The County is among 58 government agencies nationwide recognized as Trailblazers and one of only 37 recipients of the Program’s highest level of recognition as a Visionary.
