About

The work of Building Energy Automation Systems (BEAS) will now be Network Energy Controls Sustainable Systems (NECSS), This department will be leading the charge with innovation and energy efficiency savings related to Building Automation Controls, Networked Energy Metering, and Electric Vehicle Charging maintenance services creating a sustainable infrastructure to help support the County’s overall Energy Management goals.

In addition to servicing and maintaining a building inventory of 60 facilities with aging building automation systems, NECSS leads efforts to modify current systems to make them Demand Response ready. Meeting our service commitment to operational efficiency, these modifications make our systems capable of load shedding to reduce electrical demand during periods of high electrical grid use. Demand-side resource control is a component in the CPUC strategy to position California to meet our constituent’s electricity needs at peak load, during extreme weather events, and NECSS helps maintain grid reliability and load shed through participation in Emergency Load Reduction Program (ELRP), Demand response programs, and EVSE maintenance.

NECSS provides energy management and building automation support services to a wide range of Los Angeles County facilities, ensuring sustainable and efficient operations for critical public-serving sites.

System Section Services
  • Remote Building Monitoring:
    • • Operates a central command center to monitor building systems in real-time.
    • • Provides ongoing support for designated contracted sites to ensure performance and efficiency.
    • • Enables early detection of system inefficiencies or malfunctions to optimize energy usage.
  • EVSE Maintenance Services:
    • • Maintains LA County’s EVSE infrastructure with a dedicated team.
    • • Provides rapid response for repairs, diagnostics, and ongoing monitoring.
    • • Ensures electric fleet charging infrastructure remains operational and reliable for County departments and the public.
  • ISD District Support
    • • Offers district-wide expertise in energy systems and automation.
    • • Advises on building automation systems and energy-saving opportunities.
    • • Assists with developing operational strategies and support project implementation.
  • Demand Response:
    • • Leads HVAC BAS system upgrades to support Demand Response readiness through new installations and retrofits in order to reduce electricity use during grid peak demand or extreme weather events.
    • • Supports California’s grid reliability strategy through participation in Emergency Load Reduction Program (ELRP) and other demand response initiatives.
    • • Contributes to grid stability by integrating EVSE maintenance with demand-side energy management.
Our Impact

  • • Supporting one of the largest government-operated electric vehicle charging networks in the United States.
  • • Delivering large-scale, grant-funded Building Automation System (BAS) projects that enhance efficiency and resiliency for critical County departments.
Project Highlights
  • Barry J. Nidorf Juvenile Hall – Central Plant Controls Retrofit
    • As part of the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG), NECSS is leading a central plant control retrofit at the Barry J. Nidorf Juvenile Hall in Sylmar. This project involves replacing the outdated Teletrol control system—nearly 30 years old and no longer supported—with a modern, BACnet-enabled JCI Facility Explorer system. The upgraded controls will significantly improve operational efficiency, security, and real-time monitoring capabilities, including remote access through the County network. Enhanced sensor accuracy, graphical displays, and seasonal setpoint resetting will help reduce energy use and improve performance. The new system is also designed for future energy-saving enhancements, such as integration of variable frequency drives. Orravan Mechanical, in collaboration with ISD’s Energy Management Division Systems Section, is implementing the project.
  • LASD Emergency Operations Center – Zone and Building Controls Retrofit
    • Also funded by the DOE EECBG program, NECSS is retrofitting the zone and building automation systems at the LASD Emergency Operations Center at 1275 N Eastern Ave. The current legacy Teletrol controls are being replaced with secure, BACnet-enabled JCI METASYS controls. This upgrade will enable secure, remote access to building and zone parameters, improve system efficiency, and provide enhanced alarming capabilities for ISD’s central monitoring team. The project is being delivered by Johnson Controls Inc. as the sole source vendor, with technical support from the EMD Systems Section.
