In compliance with State and County laws and Board policy, ISD’s Purchasing and Materials Management helps County departments purchase the goods they need to provide services to the public. ISD develops various purchasing mechanisms including direct purchase orders and long-term Countywide agreements for commonly used goods and assists departments in the procurement process.

High value purchases

Assists in obtaining goods and services at a value over a department’s delegated purchasing authority.

Purchasing agreements

Develops and administers long-term Countywide agreements for commonly used goods and services.

Purchasing Training

Train staff in the Purchasing and Procurement process in the areas of Purchasing Authority, Departmental Delegated Authority, Sole Source, Green Purchase, Small Business Preference Programs.

Adherence to policy
ISD is charged with ensuring that County departments understand and follow purchasing policies to provide a fair and productive process for vendors and the County.
Purchasing training support
Providing training support for County Departmental staff in the Purchasing and Procurement process on a monthly basis to ensure staff have the most up to date information.
Cost-effective procurement
Developing direct purchase orders and negotiating most favorable rates helps departments maximize their budget by procuring goods at the best possible prices.
ISD’s Purchasing and Materials Management Division helps County departments purchase the goods they need to provide service to the public through various purchasing tools along with administration of the Community Business Enterprise program.
Contracts Services helps customers develop procurement mechanisms such as Requests for Proposal, Master Agreements and Statements of Work to solicit bids and select appropriate vendors who can provide the goods and services needed to fulfill their public service mission.
From mail services to fleet and parking management to contracts for office printing and technical equipment maintenance, ISD’s Contract Administration Division provides a wide range of services which ensure the availability of vital goods and services to County departments.
