Job Order Contracts (JOC)
Community-Based Enterprise (CBE)

ISD/Facilities Operation Services (FOS) provides this site as an element of its efforts to encourage and assist Community-Business Enterprise (CBE) firms to participate in Job Order Contracting (JOC) related work opportunities.

JOC is a competitively bid; firm fixed priced indefinite quantity contract. It includes a collection of detailed facilities repair and construction tasks and specifications that have established unit prices. A JOC is awarded to a contractor on a qualified low bid basis for the accomplishment of repair, alteration, modernization, maintenance, rehabilitation, construction, etc., of buildings, structures, or other real property improvements. Ordering is accomplished by issuance of a Work Order against the not to exceed funding limit of the Contract.

The County of Los Angeles must comply with all provisions of the Labor Code of the State of California with regards to the Prevailing Wage Scale. Therefore, all contractors and sub-contractors involved in JOC must pay prevailing wage.

The Los Angeles County Board of Supervisors has adopted the County CBE Program. This program established the following:

• Identified a CBE as a certified minority, women, disabled veteran or disadvantaged-owned business.
• Established a 25% aspirational goal for CBE participation in County contracting and purchasing.

To fulfill the CBE Program objectives, JOC contractors need sub-contractors and material/equipment vendors who qualify under the CBE program. If you are a certified CBE contractor who would like to be considered as a sub-contractor or equipment/material vendor, you may contact the following contractors:
